Before investing in platinum or palladium, ground your portfolio by investing in gold and silver first, Morgan says. "Everyone needs gold and silver," he says."Platinum and palladium aren't for everyone because markets are smaller. They're nicer to have rather than need."
Why? Both metals' prices can be highly volatile. They're bought and sold via precious metals brokers.
Hold them for at least three years, says Paul Mladjenovic, author of "Precious Metals Investing for Dummies." Platinum and palladium should represent no more than 5% of your investment portfolio compared to 10% for gold and silver. That's because markets for these metals are smaller, and trading is more limited than for gold and silver.
Don't let swan-diving metal prices drive your investment strategy. "Speak to a financial adviser about setting a target price when selling," he says.

Platinum Regains its Luster

Platinum is 10 times rarer than gold, and the tight supply can mean wildly fluctuating prices. For example, platinum hit a high of $2,252 per ounce in March 2008 only to plummet to $794 in October that year. Supply issues in South Africa, where most of the metal is mined, were to blame, Mladjenovic says. "As soon as the problem was fixed, the metal's price dropped," he says.
The metal hasn't again reached that all-time high.
The best way to invest is to buy bullion coins, or coins minted but not used in day-to-day transactions. "You're less likely to worry about the ups and downs in the market," Morgan says. "So you'll hold onto the coins."
U.S. Mint-issued American Eagle platinum coins are one possibility. They're easily bought at banks, brokerage firms or directly from the U.S. Mint. They also can be purchased at major coin dealers such as Monex Precious Metals in Newport Beach, Calif. Go to the U.S. Mint website, USmint.gov, for a list of authorized dealers.
But a less liquid market than gold can mean they're harder to cash in. "Before you buy bullion coins, ask about the dealer's buyback policy," Mladjenovic says.
This shiny metal, which mimics silver, sold for almost the same price as gold in late September -- about $1,571 per ounce for platinum and about $1,649 per ounce for gold.

What is dengue fever?

Dengue fever is a disease caused by a family of viruses that are transmitted by mosquitoes. It is an acute illness of sudden onset that usually follows a benign course with symptoms such as headache, fever, exhaustion, severe muscle and joint pain, swollen glands (lymphadenopathy), and rash. The presence (the "dengue triad") of fever, rash, and headache (and other pains) is particularly characteristic of dengue. Other signs of dengue fever include bleeding gums, severe pain behind the eyes, and red palms and soles.
Dengue (pronounced DENG-gay) can affect anyone but tends to be more severe in people with compromised immune systems. Because it is caused by one of four serotypes of virus, it is possible to get dengue fever multiple times. However, an attack of dengue produces immunity for a lifetime to that particular serotype to which the patient was exposed.
Dengue goes by other names, including "breakbone" or "dandy fever." Victims of dengue often have contortions due to the intense joint and muscle pain, hence the name breakbone fever. Slaves in the West Indies who contracted dengue were said to have dandy fever because of their postures and gait.
Dengue hemorrhagic fever is a more severe form of the viral illness. Symptoms include headache, fever, rash, and evidence of hemorrhage in the body. Petechiae (small red or purple splotches or blisters under the skin), bleeding in the nose or gums, black stools, or easy bruising are all possible signs of hemorrhage. This form of dengue fever can be life-threatening and can progress to the most severe form of the illness, dengue shock syndrome.

The risk of being bitten is highest during the early morning, several hours after daybreak, and in the late afternoon before sunset. However, mosquitoes may feed at any time during the day. Aedes mosquitoes typically live indoors and are often found in dark, cool places such as in closets, under beds, behind curtains, and in bathrooms. Travelers should be advised to use insecticides to get rid of mosquitoes in these areas and to select accommodations with well-screened windows or air conditioning when possible. Additionally, travelers should take measures to avoid being bitten by mosquitoes. Long-term travelers and expatriates can take extra precautions to reduce mosquito-breeding sites around their accommodations by emptying and cleaning or covering any standing water (such as in water storage tanks and flowerpot trays).

Heavily armed police were on alert in and around New York City Friday after US officials warned of a “credible” but unconfirmed bomb threat around the 10th anniversary of the 9/11 attacks.
US media reported that the suspected plot was hatched overseas by Al-Qaeda, perhaps to avenge the killing of Osama bin Laden earlier this year, and officials told Agence France-Presse it could involve car bombs against a major city.
“There is specific, credible but unconfirmed threat information,” the Department of Homeland Security said Thursday, as President Barack Obama ordered boosted counterterrorism efforts.
“We have taken, and will continue to take all steps necessary to mitigate any threats that arise,” the department added in a statement.
A White House official confirmed that Obama had “directed the counterterrorism community to redouble its efforts in response to this credible but unconfirmed information.”
Federal officials in Washington, speaking on condition of anonymity, said there was a potential terrorism threat involving bomb-laden vehicles against either the capital or New York.
Few details were given, but one US official told AFP a car bomb was “at the top of what we would be looking for.”
“There’s enough information that’s specific and credible that you have to run it to ground,” the official said, adding: “I would stress that this is unconfirmed.”
ABC News cited intelligence officials as saying the potential plot involved three individuals who entered the country by air last month with the intention of carrying out a vehicle-borne attack on or around the 9/11 anniversary.
It said the plot was ordered by Al-Qaeda’s new leader Ayman al-Zawahiri, who has vowed to avenge the killing of bin Laden in a US commando raid in Pakistan earlier this year.
Although there was no immediate change to the official US national threat level, New York authorities immediately announced sweeping extra measures, including vehicle checkpoints.
The police department “is deploying additional resources… some of which you will notice and some of which you will not,” Mayor Michael Bloomberg told reporters.
City police commissioner Raymond Kelly told the press conference that measures included police “trained in heavy weapons positioned outside of Manhattan to respond citywide.”
Extra shift hours would effectively increase by a third the size of patrols around New York, with checks on ferries, tunnels, bridges and landmarks, as well as bomb sweeps in car parks and bag checks on the subway, Kelly said.
US Senator Susan Collins, a ranking member of the homeland security committee, confirmed that she had received a classified briefing on a “specific and credible” terrorist threat Thursday morning.
“I am confident that the administration is taking the threat seriously and sharing intelligence with state and local enforcement officials in the targeted locations,” she said in a statement.
US Representative Peter King, also briefed on the intelligence, declined to discuss specifics but told CNN the threat included “very, very specific facts.”
“There’s no need to panic. We don’t know if this threat is real yet. It’s being tracked down,” he added.
Earlier, US military bases had raised their alert levels, but officials would not say whether this was related to the new threat report.
The scare came days ahead of Sunday’s anniversary ceremonies for the September 11, 2001, attacks, when Obama and his predecessor George W. Bush are due in the city, along with large crowds.
Despite frequent threats and a string of failed plots, Al-Qaeda has not succeeded in mounting a major attack on US soil since 2001, when it hijacked passenger planes and crashed them into New York’s World Trade Center, the Pentagon and a Pennsylvania field, killing nearly 3,000 people.
However, US officials have warned of a possible backlash following the killing of bin Laden in a secret compound in Pakistan in May.
US officials have said documents and computer files were seized at the compound showing bin Laden was considering strikes to coincide with the 9/11 anniversary.
The United States claims to have greatly weakened the global terror network in the decade since the September 11 attacks, and earlier this week hailed Pakistan’s detention of a senior Al-Qaeda figure.
US Defense Secretary Leon Panetta said Younis al-Mauritani was seen as a powerful figure who was plotting attacks on the United States. It was not immediately clear if his arrest was linked to Thursday’s threat.

Facing growing political opposition to the nearly decade-old war, Obama announced in June the withdrawal plan, which was a faster timetable than the military had recommended.
The first 10,000 troops will come home by the end of the year, but Obama left the details up to his commanders.
U.S. Lt. Col. Wayne Perry, a spokesman for the NATO-led International Security Assistance Force (ISAF), said about 650 troops who had completed their rotation in Afghanistan left on Wednesday as scheduled, and would not be replaced.
"As part of the drawdown the first U.S. troops have left Afghanistan," he said.
The units that left were the Army National Guard's 1st Squadron, 134th Cavalry Regiment, based in Kabul, and the Army National Guard's 1st Squadron, 113th Cavalry Regiment, which had been in neighbouring Parwan province.
Afghan security forces are to take over security responsibility from foreign forces in seven areas of the country this summer. Afghan forces will then take the lead in securing the entire country by the end of 2014.
Critics have said Obama's decision to bring troops home from Afghanistan faster than the military recommended could jeopardize the next major push of the war, to unseat insurgents in the east.
The drawdown comes amid intense fighting in Afghanistan, where more than 1,500 U.S. forces have been killed since the war began.
Although extra U.S. troops ordered into southern Afghanistan have made security gains there, the situation in the east of the country bordering Pakistan has deteriorated.
Late last month, insurgents staged a brazen raid on the Kabul Intercontinental hotel, killing 12 people and raising fresh questions about whether Afghan forces are ready to assume responsibilities as U.S. forces pull out.

Meanwhile, festering disputes between north and south are stoking chaos in a land already bloodied by two million deaths in civil war. Sudan on Friday became the first state to recognize South Sudan. Sudan’s president, Omar Hassan al-Bashir, author of the murderous war in Darfur, said he would attend the festivities in Juba. But he also said he would continue the fight that erupted last month against forces loyal to the south in South Kordofan, an oil-rich region still under Khartoum’s control. Mr. Bashir’s decision to order the United Nations to withdraw peacekeepers from South Kordofan is deeply worrisome.
Major elements of the 2005 peace agreement are unresolved — such as which side will control the oil-rich region of Abyei, where fighting has also broken out; citizenship protections for minorities; where final borders will be set; how oil earnings will be shared (the south has 70 percent of the reserves).
The two sides are dependent on each other. South Sudan needs the north’s pipeline to get its oil to market. Sudan needs oil money to help pay its bills. Both need foreign investment and the north needs debt relief. They have a better chance of winning international support if they are at peace.
As an incentive, the United States and its partners have offered to convene an international conference in September for South Sudan. That will allow South Sudan’s leaders to present their plans for encouraging desperately needed private investment. Washington gave Juba $300 million for education and housing and is promising more. International assistance should go forward only if South Sudan works constructively with Khartoum to bring stability to both countries.
The Obama administration, correctly, is not taking Sudan off its terrorism list and normalizing relations until Khartoum fulfills the peace deal and ends the conflict in Darfur. China, Sudan’s main oil investor and arms supplier, should deliver a similar message to Mr. Bashir, who is under war crimes indictment, instead of receiving him with fanfare in Beijing and promising him new oil deals. The international community must persuade the two sides to avoid war and work to build a future for both Sudans.

That was a half century ago, when men first squeezed into their machines and, defying gravity, rode into a new dimension of human experience. Unbound to Earth, our species could imagine that an age of spacefaring was truly under way, the Moon and Mars within reach, maybe even an asteroid where the Little Prince awaited our visit. The promised new reality legitimized fantasies.
The atmosphere here on Friday at the launching of the space shuttle Atlantis was, in some respects, reminiscent of the old days. The crowd was the largest in years, attracted by the last chance for no telling how long to see astronauts in this country leave for space.
Everything was class-reunion festive. The gray-hairs recharged memories from youth. Their grandchildren trooped along to see what had turned people on when there were just a few channels of black-and-white TV and the only telephone in the house was at the end of a cord — and the only ones twittering were sparrows. 
As rain clouds hovered ominously and the countdown began to the 135th departure in the 30-year-old shuttle program, the milling crowd grew still and anxious. There was concern for the four lives in the winged space plane, of course, and all eyes searched for the break in the clouds that finally came. But this time, more than ever, spectators and others who care about NASA worried for nothing less than the future of human spaceflight in the United States.
“We’ve come full circle since 1961, back to when we had yet to show we could launch people into space,” said Steven J. Dick, a retired NASA chief historian. “We will be hitching rides from the Russians to go to the space station that is mainly ours.”
The irony of having to send our astronauts up in Russian Soyuz capsules is as plain as cold war history. The Soviet Union’s early dominance of space, manifested by the Sputnik surprise in 1957 and subsequent feats, prompted the United States to match and then surpass the Soviets in a program topped off by the Apollo 11 lunar landing in 1969. Human spaceflight would have come along anyway, but not with quite the urgency of the Soviet-American competition.
Foreseeing the end of shuttle flights, the Obama administration and NASA last year proposed new plans, approved by Congress, to develop heavy-lift rockets for sending people deeper into space, to be ready perhaps after 2020. Meanwhile, NASA has begun financing research for intermediate crew-only spacecraft to be produced and launched by commercial companies, probably no sooner than 2016. Such plans, of course, are at the mercy of the budget cutting and government downsizing spreading in Washington.
Lori B. Garver, the deputy administrator of NASA, insisted this week that the future was bright for human spaceflight. “We are tapping into how we developed almost everything great in this country, through commercial enterprise and competition,” Ms. Garver said.
Other NASA officials noted that Congressional support for the new programs was bipartisan. But they acknowledged that budget cuts were possible, and would ultimately take a toll on launching capabilities.
John M. Logsdon, a space policy expert and the author of “John F. Kennedy and the Race to the Moon,” said there had been gaps in human flight before, especially after Apollo flights ended in 1975 and the first shuttles flew in 1981. “We can accept that as long as a replacement is in the pipeline,” Dr. Logsdon said. “But we are ending programs with no sure follow-ons.”
Dr. Dick, the historian, questioned whether the barely started new programs would be ready to boost this country’s astronauts into orbit in this decade. “We’re stuck in the short term, can’t rouse ourselves to do much that’s inspiring,” he said.
Whatever happened to the space age as imagined back in the 1950s and early ’60s, when science fiction writers and rocket scientists spun tales of travel out in the solar system and beyond? Propellants, oxygen and other good stuff never seemed limited, or radiation a risk, or Congressional budgets a curse. This alternate universe appealed to some in a society flush with confidence after winning the Second World War but feeling a bit confined in the postwar gray-flannel conformity. Americans seemed to have lost none of their can-do spirit.

Landmines in Libya

War in Libya has entered in a new phase.Forces loyal to embattled leader Moammar Gaddafi have laid land mines. Human Rights Watch has claimed the mines were placed in mountains in the far western part of Libya.

The mountains contain many revolutionaries, who first reported the mines to Human Rights Watch.


Revolution force members claimed to have removed more than 150 mines from the area while HRW verified it had also discovered mines in six locations.


Antipersonnel landmines are banned in most countries as they pose a huge threat to civilians.

Hearing Loss Among Newborns due to Virus

Its great writing for the newborn babies health.Cytomegalovirus (CMV) is a common viral infection that causes flu-like or no symptoms in healthy people. However, it can cause problems if the infection occurs for the first time during pregnancy.

'CMV is greatly under-diagnosed,' said Professor William Rawlinson from the University of New South Wales, reports the Australian Medical Journal.

A surveillance project between 1999 and 2009 showed that out of about 1,800 cases of CMV a year, only five to 25 were being diagnosed, according to a New South Wales statement.

Rawlinson said CMV screening would be cost-effective and an antiviral therapy was available for treatment in infants before 30 days of age.

'Most infected babies will be well. However, about half of the infants who develop disease will not show symptoms at birth and are unlikely to be identified without screening,' he said.

White House and Libya Conflict Critics

White House to answer Libya conflict critics

The House of Representatives on Friday passed a symbolic resolution chiding President Barack Obama for not seeking congressional approval for US involvement and gave him until June 17 to answer those questions and more.
“We will answer the questions in that resolution within the time-frame,” said White House spokesman Jay Carney.
But Carney declined to say whether the response would be in the form of the detailed report sought in the non-binding resolution, which was crafted by Republican House Speaker John Boehner.
“I don’t have a format for you, but we will certainly endeavor to answer the questions,” said the spokesman.
Carney also sidestepped questions on whether the White House would ask for formal congressional authorization for the US military role in the UN-backed campaign now officially under control of Nato.
“We have been in extensive consultations with Congress about our mission in Libya, the goals of which, we believe, are widely shared by Republicans and Democrats and House members and senators,” he told reporters.
His comments came as Democratic Senator Jim Webb and Republican Senator Bob Corker, both members of the Senate Foreign Relations Committee, introduced a resolution akin to the House measure that challenged Obama’s Libya policy.
Their bill calls for the Obama administration to offer a detailed justification for US operations and forbids any deployment of US ground troops in Libya, and demands a detailed report within 14 days on US goals and means to reach those objectives.
It also calls on Obama to request authorization for the continuation of US involvement in Nato activities and states that Congress should fully debate such a request expediently.

The mother of Arnie's secret child was a member of his household staff who had worked for the family for 20 years.
'I ask that the media respect my wife and children through this extremely difficult time,' Arnie says in a statement to the LA Times.

Most Wanted "OSAMA BIN LADEN" shot dead in PAKISTAN

One of the major master mind of 9/11 attacks OSAMA BIN LADEN has been died in Pakistan today. “Justice has been done,” President Barack Obama declared in a hastily called, late-night White House speech announcing the death of the elusive head of the militant group behind a series of deadly bombings across the world.
Bin Laden’s death is highly symbolic but it was unclear whether it would mark a turning point in the worldwide war against a highly fractured network of militants, or end any sooner the battle against the Taliban in Afghanistan.
A source familiar with the US operation said bin Laden was shot in the head. His death was confirmed separately by officials in Pakistan.
Jubilant, flag-waving celebrations erupted in Washington and New York. It was the biggest national security victory for Obama since he took office in early 2009 and could give him a political boost as he seeks re-election in 2012.
Obama may now find it easier to wind down the nearly decade-old war in Afghanistan, begun after the Sept. 11, 2001, attacks on New York and Washington that killed nearly 3,000.
Pakistanis not told
But the operation could complicate relations with Pakistan already frayed over US drone strikes in the west of the country and the jailing of a CIA contractor accused of killing two Pakistani men.
A US official said Pakistani authorities were told the details of the raid after it had taken place.
Obama said US forces led a targeted operation that killed bin Laden in a compound in Abbotabad north of Islamabad. No Americans were killed in the operation and they took care to avoid civilian casualties, he said.
Bin Laden and three adult men, including a son of bin Laden were killed along with a woman who was used as a shield by a male combatant, officials said.
The operation took under 40 minutes. A US helicopter was lost due to a mechanical problem and its crew and assault force safely evacuated.
The operation was monitored in real-time by CIA Director Leon Panetta and other intelligence officials in a conference room at CIA headquarters in Langley, Virginia, an official said.
Senior administration officials said they were finally led to bin Laden after more than four years tracking one of his trusted couriers, and the man’s brother, using intelligence obtained from detainees captured after Sept. 11.
They finally identified the men’s residence in August 2010, and quickly realized the $1 million; three-story property was far more than the home of two individuals with no discernible source of wealth.
Possible Reprisals
Authorities said Obama’s hideaway, built in 2005, was about eight times larger than other homes in the area, located when it was built at the end of a narrow dirt road. It had security features including 12- to 18-foot walls topped with barbed wire, internal walls for extra privacy, and access controlled through two security gates.
It had no telephone or Internet connection. Bin Laden’s death triggered a travel alert for Americans worldwide, the US State Department said, warning of the potential for anti-American violence.
Thousands of people gathered outside the White House, waving American flags, cheering and chanting “USA, USA, USA.”
Car drivers blew their horns in celebration and people streamed to Lafayette Park across from the street, as police vehicles with their lights flashing stood vigil.
“I’m down here to witness the history. My boyfriend is commissioning as a Marine next week. So I’m really proud of the troops,” Laura Vogler, a junior at American University in Washington, said outside the White House.
Similar celebrations erupted in New York’s Ground Zero, site of the World Trade Center twin towers felled by hijacked airplanes on Sept. 11.
A market perception that the death of bin Laden reduced the security risks facing the United States lifted the dollar from a three-year low and raised stock index futures.
US crude oil prices also fell. “Current oil prices are regarded by most analysts as carrying significant risk premium at current levels and good news on the geopolitical front has the potential to move prices back below $100,” said Ric Spooner, chief analyst at CMC Markets in Sydney.
However, some analysts said the market impact would be short lived.
Many Americans had given up hope of finding bin Laden after he vanished in the mountains of Afghanistan in late 2001.
Intelligence that originated last August provided the clues that eventually led to bin Laden’s trail, the president said. A US official said Obama gave the final order to pursue the operation last Friday morning.
“The United States has conducted an operation that killed Osama bin Laden, the leader of al Qaeda and a terrorist who is responsible for the murder of thousands of men, women and children,” Obama said.

Quran-burning pastor Terry Jones jailed in Michigan

Terry Jones  jailed.A local judge jailed pastor Terry Jones of Gainesville, Florida and his associate Wayne Sapp after a court found their planned protest outside the Islamic Center of America in Dearborn, Michigan, could lead to violence.
During his court appearance, Jones argued that the Quran “promotes terrorist activities around the world.”
He also insisted that his right to protest against Islam was protected by the First Amendment to the US Constitution.
“The First Amendment does us no good if it confines us to saying what is popular,” he pointed out.
But Dearborn Police Chief Ronald Haddad testified that his department had received information about serious threats made against Jones from local residents, arguing that his protest could lead to violence if allowed.
Prosecutor Robert Moran argued that the protest had nothing to do with the First Amendment and at stake were security and peace in the community.
In the end, the jury sided with the prosecution and Judge Mark Somers set bond at the symbolic amount of $1 each for the two pastors, which they initially refused to pay.
Following their refusal, both were escorted to a local jail. But local media reported both men changed their minds after spending about an hour behind bars and posted the $1 bond.
Jones and Sapp made international headlines after their ceremonial “trial and execution” of the Quran by burning led to deadly protests in Afghanistan.
Last month’s Quran burning unleashed protests across Afghanistan, some of which were violent. Seven UN staff were killed during one protest in the northern city of Mazar-i-Sharif on April 1. Overall, more than 20 people have been killed.

Pakistan court releases Raymond Davis

ISLAMABAD: An Additional Sessions judge Wednesday set free CIA contractor Raymond Davis, who killed two Pakistanis on a busy road in Lahore, after payment of blood money (Diyat) in accordance with Sharia law of Pakistan, sources said.

Talking to Geo News, Punjab Law Minister Rana Sanaullah said the court released Raymond Davis after the family members of the murdered men appeared in the court and pardoned the US National after an agreement was reached between the two sides. “He has been released from jail and now it is up to him to leave the country whenever he wants,” the Minister added.

The killings by Raymond Davis in Lahore in January strained relations between Pakistan and US, who repeatedly insisted Davis was an embassy employee and enjoyed diplomatic immunity, particularly after it emerged he was working for the CIA.

A spokesman for the US embassy in Islamabad said he could not immediately confirm the report. Lawyers for the families of the two men shot dead in a busy Lahore street on January 27 said they had been held for four hours at the jail court where Davis was being tried on Wednesday, but had not been allowed to witness proceedings.

Blood money, or ‘Diyat’ is a provision under Islamic sharia law in which compensation can be paid to relatives of those killed to secure a pardon, and is commonly used to resolve such cases in Pakistan.

The Davis case had sparked protests in Pakistan, with religious groups angrily denouncing the American who claimed he acted in self-defence to fend off an armed robbery when he shot dead the two men.

US authorities insisted Davis was protected by full diplomatic immunity, but the Pakistan government refused to back that claim and a decision on his status was on Monday deferred by the Lahore high court for criminal judges to decide.

Revelations that Davis was a CIA contractor heaped pressure on Pakistan's embattled government and further ramped up burning public mistrust of Washington, damaging fragile relations between the two wary allies.

A third Pakistani was struck down and killed by a US diplomatic vehicle that came to Davis' assistance in the January incident. US officials denied Pakistan access to the vehicle, and the occupants are widely believed to have left the country.

Police have said they recovered a Glock pistol, four loaded magazines, a GPS navigation system and a small telescope from Davis' car after the January 27 shooting. The United States postponed a round of high-level talks with Afghanistan and Pakistan following failed attempts to free Davis, and US lawmakers threatened to cut payments to Pakistan unless he is released.

Business is striving for normality in Japan

Tokyo and other parts of Japan faced blackouts on Monday as the country tried to return to work and a sense of normality.
"It's definitely not business as usual," said Tokyo resident Mia Moore. The office of her law firm was open, but employees were told that turning up was optional.
"It didn't really feel safe going to an empty office," she said, citing the on-going tremors that continue to rattle the city every few hours.
"People want to stay with their families at this time to recover really. It's quite exhausting feeling so nervous all the time. I think people want to get back to normality as soon as they can." Some shops were open, but food supplies, like bread and instant noodles, as well as bottled water were scarce, she said. 
"We're used to tremors in Tokyo but these aftershocks are big," said Simon Lockett, another Tokyo resident. "We've had shocks that measure more than magnitude 6."
He said residents were already braced for shortages.
"In Tokyo, there's no bread, no water on the shelves," he said.
With the imperiled Fukushima nuclear plant offline, rotating power cuts were not ruled out for parts of Tokyo to ease the burden on a stretched power service.
Tokyo Electric Power said it was expecting a shortfall of around 25 percent capacity. Regions in the north and east of Tokyo were also considering blackouts.
The first blackout was scheduled to start at 5 p.m. local time, according to Chief Cabinet Secretary Yukio Edano.
The Japanese government urged people on Monday to save energy by only making essential journeys.
With the threat of sporadic power supplies and damage from the quake, the country's rail network is also struggling to resume services.
East Japan Railway, Japan's biggest rail company that connects Tokyo with the areas hardest hit by the quake and tsunami, has cancelled all of its high-speed Shinkansen trains.
In Tokyo many of the subway and commuter lines were running limited services.
As power cuts could affect water supplies, Tokyo residents were told by local authorities to prepare by filling up bathtubs and keeping a supply of boiled water.
Elsewhere in the country major manufacturers have closed many of their plants, some for compassionate reasons, others due to damage from Friday's 8.9 magnitude earthquake. Some companies had shut down operations in anticipation of the power cuts.
The country's three largest car makers -- Nissan, Honda and Toyota -- suspended production at most of their facilities, with Toyota announcing it would not resume manufacturing at any of its Japan-based facilities until after Wednesday.
There was one fatality at a Honda facility 30 miles (50 kilometers) north of Tokyo after the earthquake hit on Friday and the company said the plant had also sustained damage. Electronics company Sony announced that the company has taken the decision to shut off power at all of its facilities on Monday.
